On March 23, a meeting of the committee on issues of state power in the region, local self-government, and regulations was held at the Legislative Assembly of the Nizhny Novgorod Region. The deputies discussed a draft amendment to the Regulation on the medal "For Support of the Special Military Operation." As noted by the speaker of the regional parliament, Evgeny Lyulin, it is planned to increase the annual number of medal recipients. The medal "For Support of the Special Military Operation" was established by the Legislative Assembly in 2025. During this time, more than two hundred residents of Nizhny Novgorod have been awarded – volunteers, entrepreneurs, public figures, educators, and clergymen, who from the first days of the special operation have been helping soldiers and their families, collecting humanitarian cargo, weaving camouflage nets, and restoring housing in new regions. The proposed changes clarify that the medal can be awarded not only to residents of the Nizhny Novgorod Region but also to residents of other subjects of the Russian Federation who have shown an active civic position and are providing assistance in the territory of the Nizhny Novgorod Region. The Chairman of the Legislative Assembly, Evgeny Lyulin, emphasized that the medal has become a symbol of recognition for those who help the front from the rear. "The medal 'For Support of the Special Military Operation' is our regional award, but it has enormous moral significance. It honors not officials or positions, but ordinary people who, answering the call of their hearts, go to volunteer headquarters, weave nets, collect humanitarian cargo, and help the families of servicemen. We see how the number of those wishing to help is growing, how the geography of good deeds is expanding. Therefore, it is important that the awarding mechanism is flexible. The proposed changes will allow us to cover more deserving candidates who help the front. By increasing the annual quota to 700 people, we provide an opportunity to recognize more individuals who make a real contribution to our common Victory," noted Evgeny Lyulin. According to the new version of the Regulation, no more than 700 people will be able to be awarded the medal annually (previously it was 500). This will allow for a greater number of volunteers and activists whose work deserves public recognition. The document also clarifies the procedure for reviewing award documents. "During the existence of the medal, we have gained experience and seen what issues arise when preparing award documents. The new procedure makes the process more transparent and efficient. It is important to encourage people who daily, selflessly, help our soldiers and their families. I would especially like to note that now among the awardees can be not only residents of the Nizhny Novgorod Region. This is fair, as assistance to our region also comes from citizens living in other regions," noted Vladimir Pakov, Chairman of the Committee on State Power, Local Self-Government, and Regulations.

The draft resolution is recommended for adoption at the meeting of the Legislative Assembly on March 27.
