Darya Shunaeva presented proposals for improving the KRT mechanism in the Federation Council.

      On March 21, 2026, at 07:30, Society Minister of Urban Development and Agglomeration Development of the Nizhny Novgorod Region, Darya Shunaeva, delivered a report at the parliamentary hearings of the Federation Council of the Federal Assembly of the Russian Federation. The event, chaired by the first deputy chairman of the Federation Council, secretary of the general council of the United Russia party, Vladimir Yakushev, was dedicated to the topic of the comprehensive development of territories, the results of five years of applying this mechanism, and its prospects.

      To date, the Comprehensive Development of Territories (CDT) is the basic tool for housing construction in the region. There are 70 CDT projects in development, of which 51 have been approved by the regional headquarters for urban development policy implementation in the Nizhny Novgorod Region. Contracts for 27 projects have already been signed, including eight residential construction contracts, one non-residential, 14 at the initiative of rights holders, and four contracts concerning built-up areas implemented by the comprehensive development operator. The volume of resettlement of emergency and dilapidated housing under the already signed contracts is approximately 73 thousand square meters.

      "The region is actively attracting private investments in social infrastructure. Within the framework of the developers' contractual obligations, the construction of 23 kindergartens and four schools is planned. We are also developing other areas: engineering preparation, transport, and sports facilities. For instance, at the beginning of 2026, a CDT contract was signed for the construction of an ice arena by an investor at the intersection of Lenin Avenue and Zarechny Boulevard in Nizhny Novgorod, which will be transferred to public ownership free of charge. At the end of 2025, the first kindergarten built by the investor and transferred to the municipality was already put into operation," emphasized Darya Shunaeva.

      As noted in the report, the CDT mechanism is a functioning tool, during the application of which a number of issues requiring legislative regulation have arisen. During the speech, a number of proposals were presented, developed based on the practical application of the mechanism in the region.

      The initiative concerns adjusting the procedure for determining the amount of compensation for residents when purchasing their premises under the CDT. The goal of the proposal is to align the final amount with current prices at the time of signing the CDT contract.

      Another initiative is the legislative consolidation of the right of regions to establish requirements for the location of housing for citizens whose homes are included in the CDT program. The Nizhny Novgorod City Administration considers it important to secure residents' rights to continue living in the same area of the city.

      Particular attention was paid to involving cultural heritage sites in economic circulation within the framework of the CDT. In addition, issues related to the use of escrow accounts for the construction of social infrastructure with budget funds were discussed, as well as the expansion of CDT boundaries at the initiative of the rights holder to accommodate infrastructure facilities in non-adjacent areas within walking distance of the CDT site.

      The presented initiatives received high praise in the upper house of parliament. The proposals will be considered to determine the possibility of their legislative development and for the further advancement of the CDT institution.
