      March 21, 2026 15:00 Economy On March 19, a meeting of the permanent commission of the Nizhny Novgorod City Duma on social policy was held under the chairmanship of Inna Vankina. The deputies discussed issues related to children's recreation, the work of commissions on juvenile affairs, and supported amendments to the city budget.

      The commission members approved the proposals of the director of the finance department, Yuri Mochalkin, as well as the initiative to provide free meals in municipal schools for children whose one parent is in the mobilization reserve "Bars-NN."

      The staffing situation in the police departments of the Ministry of Internal Affairs of Russia in Nizhny Novgorod was discussed separately. Inna Vankina noted that the deputies are aware of the difficulties with staffing, but there are also positive changes — an increase in overtime pay and a more precise adherence to service regulations. According to her, the commission will continue to monitor this issue, as the work of the police directly affects the safety and comfort of residents.

      The director of the social policy department, Galina Gurenko, presented the results of the work of city and district commissions on juvenile affairs and the protection of their rights. Last year, during interdepartmental raids, various types of assistance were provided to 1,983 disadvantaged families. 199 children were sent to social protection institutions, 51 to medical organizations, and four were handed over to relatives. A total of 4,984 personal cases were reviewed at the commission meetings. As a result of preventive work, 135 minors and 84 families were removed from interdepartmental control.

      One of the preventive tools remains mentorship: in the city, 459 mentors support 484 teenagers. Thanks to this work, more than 200 minors have been removed from supervision due to improvement.

      The deputies also reviewed the implementation of the municipal program "Targeted support for certain categories of citizens in the city of Nizhny Novgorod." In 2026, 1.8 billion rubles are allocated for it. The funds will be directed to provide children under three years old with products from the milk kitchen, develop centers for military-patriotic education, additional support measures for certain categories of residents, including participants of the special military operation and their families, involve veterans in public life, and prepare municipal summer camps for vacations.

      The director of the education department, Irina Boryakova, summarized the results of the Year of Children's Recreation. In 2025, the number of camps and the coverage of children increased. In the spring, 111 day camps and three labor and recreation camps operated, attended by more than 5,000 children. In the summer, 207 day camps and 33 labor and recreation camps operated, with a total coverage of more than 18,000 schoolchildren. In the fall, 11 camps functioned, accommodating about 500 children. The number of participants in the "Yard Practice" project also significantly increased: in the summer, 62 sites operated for 9,754 children.

      Speaking about students' participation in the All-Russian Olympiad, Boryakova reported that in the 2025-2026 academic year, more than 144,000 people participated in the school stage, compared to 132,000 the previous year. About 20,100 students were admitted to the municipal stage, and 1,690 to the regional stage.

      In the 2024-2025 academic year, 43 Nizhny Novgorod schoolchildren participated in the final stage of the Olympiad, two became winners, and 12 were prizewinners. Having such a status gives the right to apply for a city named scholarship of 5,000 rubles monthly for a year.

      The chairman of the City Duma, Evgeny Chintsov, noted that the activity of schoolchildren and their results allow for assessing the level of education in the city and help identify and support gifted children.

      In conclusion, the deputies were informed about the program of cultural and leisure activities of the A.S. Makarenko Library in the Avtozavodsky District. According to the director of the culture department, Svetlana Gulyaeva, the institution has 4,100 registered readers, with more than 60,000 visits recorded annually. In 2025, the library held 350 events, of which 150 were off-site in well-equipped public spaces of the microdistrict.
