Pavel Solodky: "The level of interest from government authorities in constructive dialogue is higher today than ever."
March 7, 2026 11:11 Politics The Commissioner for the Protection of Entrepreneurs' Rights in the Nizhny Novgorod Region, Pavel Solodky, commented on the meeting between the President of the Russian Federation, Vladimir Putin, and the Governor of the Nizhny Novgorod Region, Gleb Nikitin, regarding the socio-economic development of the region. "Everyone understands that 2026 will be a challenging year for business. But the level of support and readiness for dialogue demonstrated by the government of the Nizhny Novgorod Region inspires confidence in the entrepreneurial community. For example, Gleb Sergeyevich noted the work of the operational headquarters under the governor of the Nizhny Novgorod Region during the meeting with the President of the Russian Federation. As a business ombudsman, I participate in all meetings of this headquarters. We see the involvement of regional authorities in the systemic problems of business. It is invaluable when crisis situations of each specific enterprise are considered at the level of the regional head, and in cases where authorities see that the business is conscientious but has found itself in a pre-bankruptcy state for objective reasons, they are ready to personally advocate for a deferral and support from bank leaders and the federal tax service. As the governor noted, 90 percent of investments in the region are private capital. This is a high percentage for the country, and it once again shows us the level of trust that businesses have in the regional authorities," noted Pavel Solodky. According to the business ombudsman, some of the most effective practices in the country for working with investors have been implemented in the Nizhny Novgorod Region today. For example, most issues related to speeding up the approval of a number of procedures or reducing the cost of technical connection to networks can be resolved within the framework of the Council for Development Strategy and Investments under the governor of the Nizhny Novgorod Region. According to the commissioner, there are cases where, thanks to the search for alternative technical solutions, the cost of connecting resources for investors has been reduced by tens and hundreds of times. "It is important that the work on the economic development of the region covers a wide range of areas. The topic of tourism development was specifically mentioned during the meeting with the president. I am convinced that the small towns of the Nizhny Novgorod Region that were included in the 'Golden Ring' will receive a new impetus for development. The region can already boast its unique practices for restoring cultural heritage sites and adapting them for modern use, including as hotel accommodation. The president also noted the 'YOUR Business' program for participants of the SVO. Indeed, this project in the Nizhny Novgorod Region has already shown its first results. SVO participants have completed educational courses, with mentors including current entrepreneurs and representatives of business associations such as 'Delovaya Rossiya' and 'Opora Rossii'. As a result of the program, the first companies and individual entrepreneurs opened by SVO participants have already emerged. These are significant processes not only economically but also socially," commented the business ombudsman. He also noted that a separate topic was the work with vocational education and technoparks to form reserves of qualified workers for Nizhny Novgorod industry, and that all these areas collectively demonstrate the comprehensive work being done today in the region to develop industry and entrepreneurship. "Where necessary, a targeted approach is applied, and where possible, systemic issues are resolved. The main focus today should be on the systematic joint work of all departments to support and develop business. The level of openness and interest of the authorities in constructive dialogue is higher today than ever. I am confident that businesses see and feel this," noted Pavel Solodky.
