      Furthermore, the accused instructed the chief accountant of the State Budgetary Institution of Social Services "Avtozavodsky House for Children 'Nadezhda'" to include in the general administrative expenses of the budget institution and to pay for the consumed electricity in the garage complex he built, thereby embezzling funds from the institution in the amount of over 2.6 million rubles. To preserve the received profit, he paid the land tax for the land plots used by individuals at the expense of the State Budgetary Institution of Social Services "Avtozavodsky House for Children 'Nadezhda'", totaling 7.8 million rubles. It was also established that by fictitiously employing staff at the State Budgetary Institution of Social Services "Avtozavodsky House for Children 'Nadezhda'", knowing that the hired employees would not perform their job duties, the accused accrued salaries for them totaling over 1.5 million rubles, misappropriating it for his own needs. In 2022, he concluded 14 state contracts on behalf of the children's home for carrying out capital repairs of the budget institution's premises with a single supplier – an organization controlled by him, LLC "Nadezhda", whose director is his daughter. The total cost of the work amounted to over 4.6 million rubles, and budget funds were transferred to the contractor's account. At the same time, LLC "Nadezhda" did not actually fulfill the contractual obligations, and the repairs were carried out by employees of the budget institution.
