The Prosecutor's Office of the Avtozavodsky District has sent a criminal case to court against the former director of the children's home "Nadezhda." This was reported by the press service of the supervisory agency. The man is charged with embezzlement and exceeding official authority. According to the investigation, the accused illegally used land plots on Ilyich Avenue, assigned to the children's home and owned by the administration of Nizhny Novgorod, from 1991 to March 2024. A garage complex was built on this territory, which was subsequently transferred to individuals. In total, more than 600 garages appeared on the site. As a result of these actions, the budget suffered damage amounting to over 141.8 million rubles — this is how much the region could have received with the legal use of the land plots. In addition, according to the investigation, the accused instructed the institution's accountant to pay for the electricity consumed by the garage complex from the children's home funds. The total amount of such payments exceeded 2.6 million rubles. Also, land taxes amounting to over 7.8 million rubles were paid from the institution's budget. The investigation established that the former head of the children's home registered fictitious employees who did not actually work but received salaries. As a result, more than 1.5 million rubles were illegally paid, which the accused disposed of at his discretion. A separate episode concerns the conclusion in 2022 of 14 contracts for the capital repair of the children's home with a commercial organization headed by the accused's daughter. The contracts were signed without the consent of the regional Ministry of Social Policy. When allocating 4.6 million rubles, the repair was actually carried out by the institution's staff, while the funds were transferred to the contractor without fulfilling obligations. An additional criminal case has been initiated regarding exceeding official authority in this matter.
