Parking on sidewalks in Russian cities is one of the most acute and frequently encountered problems that causes residents' discontent. It not only hinders pedestrians' movement, including parents with baby strollers and people with disabilities, but also creates dangerous situations, forcing them onto the roadway.
Auto lawyer Lev Voropaev, in a comment to 360.ru, recommended acting depending on the specific situation. If a car is parked on the sidewalk but does not significantly obstruct pedestrians, you can file an online complaint. For this, you need to take photos or video from different angles so that the vehicle's license plate and the fact of the violation are clearly visible. A complaint can be submitted via the Gosuslugi portal or the official GIBDD website. After the complaint is registered, a fine will be imposed on the vehicle's owner.
If a car completely blocks the sidewalk and impedes pedestrian movement, you should call the State Traffic Inspectorate (GAI) to the scene: give the exact address and inform them that the vehicle is obstructing people's passage. The GAI can respond promptly and tow the car to an impound lot.
According to Lev Voropaev, only the GAI has the authority to draw up a vehicle detention report and hold the driver accountable for traffic rule violations.
Fines for parking on the sidewalk are prescribed, and their amount depends on the region: in most subjects of the Russian Federation — 1,000 rubles, and in Moscow and Saint Petersburg — 3,000 rubles. However, if the vehicle is towed, the violator will incur additional expenses, since they will have to pay for towing services and for storing the vehicle at the impound lot.
In cases of repeated violations by the same driver, it is recommended to regularly document the violations and contact the State Traffic Inspectorate. After several hefty fines, especially if the vehicle has been towed, violators usually change their behavior.
