In the Nizhny Novgorod region, they want to increase fines for noise violations.
07 January 2026 14:22 Society Authorities of the Nizhny Novgorod Region are preparing to toughen penalties for noise violations. The corresponding amendments have been proposed to the regional Code of Administrative Offenses. The draft has already been published for public discussion, which will last until January 29.
If the amendments are adopted, officials and legal entities will have to pay more first and foremost. Currently officials are fined from 1,000 to 4,000 rubles, and for a repeat offense — from 4,000 to 15,000. In the new version of the law these figures will rise to 5,000–10,000 and 10,000–20,000 rubles respectively.
Legal entities currently pay from 5,000 to 20,000 rubles, and for a repeat offense — from 15,000 to 30,000. After the changes, fines for them will be from 10,000 to 20,000 rubles and from 20,000 to 30,000 respectively.
But for ordinary citizens everything will remain the same: from 3,000 to 4,000 rubles for the first offense and from 4,000 to 5,000 rubles for a repeat.
The explanatory note to the bill states that noise worsens the living conditions of those who live near cafes, bars and other establishments that are located in residential buildings and sell alcohol. In addition, many people are concerned about nighttime construction work.
