Russia will toughen its fight against droppers.

Prime Minister of Russia Mikhail Mishustin instructed officials to work out strengthening measures to combat droppers and to increase the responsibility of banks and telecom operators in cases of cyber fraud. This was reported to TASS by the press service of the Russian government.
The cabinet clarified that the instruction includes preparing additional initiatives as part of countering crimes committed using information and communication technologies.
Possible measures include tightening control over the actions of droppers, as well as developing a mechanism for interaction between banks, telecom operators, digital platforms and government agencies via the "Anti-Fraud" system.
The issue of increasing the liability of telecom operators for concluding contracts that circumvent legal requirements and for failing to take measures to combat fraud is also under consideration.
In addition, joint liability of banks and telecom operators for damage caused to citizens may be introduced if the parties did not take proper measures to prevent cyberattacks.
The instructions were given following the strategic session "On Combating Cyber Fraud", held on December 17, 2025. The deadline for preparing proposals is set for April 10, 2026. An interim report must be presented by February 10.
Mikhail Mishustin also ordered stronger public information on the measures being taken and instructed the Ministry of Digital Development to establish regular collection and analysis of feedback from the public. This data will be taken into account when developing new approaches to combating cybercrime. The ministry is to carry out the instruction by April 1, 2026.
