The historic building "Korps obshchestvennykh lavok 'Skoba'" on Rozhdestvenskaya is proposed for inclusion in the register of cultural heritage sites of regional significance. This is stated in a draft order of the Department for State Protection of Cultural Heritage Sites of the Nizhny Novgorod Region, which has been put out for public discussion.
The building dates from 1859–1861. Currently, after reconstruction, it houses a restaurant and the "KUPNO Start" competence center established by the regional government. In November 2024 this site was entered into the register of identified monuments.
The draft order provides not only for granting the status of a cultural heritage site but also for approving the boundaries of the protected area and the rules governing its use.
According to the document, work is permitted on the site to preserve historical elements, to improve the grounds, and to place small architectural forms and temporary retail outlets. All work must be carried out in compliance with requirements to ensure the preservation of the monument and with the approval of the protection authority.
At the same time, demolition of the building, construction of permanent structures, laying of engineering communications above ground, and placement of advertising structures are strictly prohibited, except in cases provided for by law.
The draft order was developed on the basis of a positive conclusion of the State Historical and Cultural Examination carried out by a certified expert of the Ministry of Culture of Russia, Sh.M. Khautiev. The conclusion confirmed the historical and cultural value of the site and recommended granting it the status of a monument of regional significance.
Earlier it was reported that the block near the Church of the Three Holy Hierarchs in Nizhny Novgorod was proposed to be recognized as a cultural heritage site.
