Moscow adjusted parking and MSD toll rates.

The capital has adjusted parking fees and tolls on the Moscow High-Speed Diameter (MSD). The changes came into effect on January 2 and are aimed at improving the efficiency of the city’s transport infrastructure.
According to 360.ru, parking fees have been reduced on underused streets where parking occupancy did not exceed 50%. These include Mikhail Yakushin Street, Igor Chislenko Street, as well as the 2nd, 3rd and 5th proezds of Maryina Roshcha. On some sections the parking cost is now 40 rubles per hour. There are 12 streets in the list in total.
This measure is aimed at redistributing traffic flows and increasing the turnover of parking spaces in other zones.
On streets with high occupancy (80–90%), especially near shopping centers, offices and attractions, tariffs were revised within the existing grid. This will speed up the freeing up of parking spaces and increase accessibility for residents.
As the mayor’s office notes, such a system helps reduce the number of unnecessary trips in search of parking and gives an advantage to residents with permits — they have a better chance of parking near their home.
Payment rules for travel on the Moscow High-Speed Diameter have also been adjusted. During peak hours the cost of a section will be 13 rubles. At the same time, on weekends, public holidays and for 70% of the time on weekdays (from 20:00 to 07:00 and from 11:00 to 16:00) travel will remain free.
Importantly, payment is charged only when both entry and exit occur during the paid period. For example, if a vehicle entered a section before 07:00 and exited after, the trip will be free.
The fixed tariff of 950 rubles for transit passage via the MSD remains unchanged.
Earlier it was reported that in Nizhny Novgorod authorities plan to expand the paid parking zone while keeping tariffs the same.
