In the Nizhny Novgorod Region, the last two long-stalled construction projects financed with homebuyers' funds have been put into operation.

      Two final long-term construction projects that had attracted shared-equity investors’ funds were commissioned in the Nizhny Novgorod Region — the “Iyul” residential complex, located within the boundaries of Michurina Street and Iyulskikh Dney, and the “Dom na Gorkogo” residential complex. Keys were handed over to the future residents by the Deputy Governor of the Nizhny Novgorod Region, Sergey Morozov.

      “It is especially important to us that all the buildings with former defrauded equity investors have been completed. As early as 2024, new investors and new developers were selected for all problematic buildings, but the issue was not left without oversight; all buildings have been commissioned. This was a serious challenge for the region, but thanks to the support of the Government of Russia, the federal Fund for the Protection of Shared-Equity Participants’ Rights, Vitaly Mutko, and thanks to the active involvement of the Governor of the Nizhny Novgorod Region, Gleb Nikitin, one of the first ‘roadmaps’ in Russia for completing problematic buildings was signed in the region. It formed the basis for the development of all other support measures. At the time we did not realize the scale of the problem, but people needed help. In total, from October 2017 to December 2025, using various federal and regional mechanisms, the rights of 7,564 defrauded equity investors were restored, covering 220 buildings,” Sergey Morozov said.

      In total, taking into account federal and regional support measures, as well as the cost of compensatory land parcels, restoring the rights of defrauded equity investors in the Nizhny Novgorod Region required about 23 billion rubles.

      “Dom na Gorkogo” was the last site in the Nizhny Novgorod Region where the original developer (InterCity LLC) raised citizens’ funds under shared-equity participation agreements without escrow accounts. In April 2023 the developer was declared bankrupt; at that time the building was approximately 50% complete. The construction of “Dom na Gorkogo” was completed by a new developer — SZ “Khutor” LLC; the facility was commissioned on August 29, 2025. 137 of the 197 former defrauded equity investors have already received the keys to their apartments here.

      The original developer of the “Iyul” residential complex (Tex JSC) violated the law by attracting citizens’ funds through preliminary construction participation agreements. It began construction without a building permit; work on the site was suspended from 2017. In 2024, by decision of the Arbitration Court, the unfinished building was transferred to a new developer — SZ “Terminal SK” LLC. The building was commissioned on December 18; on December 30 the first owners received the keys to their apartments.
