More than 170 Nizhny Novgorod municipal practices have been replicated by the "Factories of Change".

      December 25, 2025, 16:47 Economy More than 170 Nizhny Novgorod municipal practices have been replicated by the "Factories of Change." This was announced during the final session on project implementation, which took place at the Corporate University of the Government of the Nizhny Novgorod Region (KUPNO) on December 24, 2025.

      "Factories of Change" are training platforms for tools and methods of lean technologies and for developing projects to improve process efficiency in municipalities. A network of 18 "factories" covers all districts of the region on a cluster-based principle.

      "In the current economic realities, prudent management of available resources and funds becomes critically important both at the regional and municipal levels. The 'Factories of Change' allow districts not to 'reinvent the wheel' but to use the successful practices of colleagues. By replicating such practices, municipalities save both time and budgetary funds, and quite substantial ones," emphasized Deputy Governor of the Nizhny Novgorod Region Yegor Polyakov.

      The "factories" are overseen by the Government of the Nizhny Novgorod Region, the Ministry of Personnel Policy of the regional government, and KUPNO. They operate based on a methodology developed by the Rosatom Group and adapted to the needs of municipal officials and employees of subordinate institutions.

      The results of the "Factories of Change" were presented by project manager Maria Rozova. Since 2018, 2,300 processes in the region have been improved, accelerated and simplified, including 170 effective practices that have been replicated. Each of them has been implemented in at least 15 districts.

      The event also showcased the best municipal practices.

      Thus, Acting Head of Local Government of the Kstovo Municipal District Ivan Ulanov spoke about a "single window" for providing municipal services specifically offered by the relevant departments of the Kstovo administration. In 2023 Kstovo residents gained a comfortable center where they can receive services without wasting time searching for the right office in the administration. The number of complaints about waiting and service provision has decreased by more than 20 times, while the number of staff involved dropped from 30 to 4.

      In turn, Deputy Head of the Pavlovsk Municipal District Administration Dmitry Lisin presented a "single window" project for providing services to SVO participants, SVO veterans and their family members. In Pavlov a "New Opportunities" center has been created, where interaction has been established between relevant organizations providing services to representatives of these categories. In 2025, 910 people turned to the center, 10 SVO veterans were employed, and 5 individual entrepreneurs were registered.

      Yegor Polyakov also presented certificates granting federal-model status for the implementation of lean technologies to eight projects. Certificates granting regional-model status for the implementation of lean technologies were presented by KUPNO Rector Roman Markov.

      The model status for the implementation of lean technologies is awarded based on the results of partner quality checks and defenses. It demonstrates the use of lean tools for the rapid and high-quality provision of services to residents, as well as the improvement of interaction between units of the municipal administration.
