Fines for developers for failing to meet project handover deadlines will be reinstated from 2026.

      The moratorium on fines for developers for delays in handing over projects expires on 31 December and will not be extended. This was announced by President Vladimir Putin at the final meeting with the government, reports 360.ru.

      The moratorium was introduced during the COVID-19 pandemic.

      Putin noted that the current situation in the housing market no longer requires such support for developers. However, for buyers, liquidated damages remain an important factor.

      The President emphasized the need to fulfill obligations to citizens, for which it is necessary to establish systematic cooperation with entrepreneurs.

      It should be recalled that in the Nizhny Novgorod region, housing construction projects are being actively implemented using escrow accounts. Such a mechanism is now mandatory when raising funds from citizens for shared-equity construction of apartment buildings. This rule is aimed at protecting the interests of co-investors and ensuring the transparency of financial operations.
