      Since the beginning of 2025, 58 minors who committed 80 crimes have been brought to criminal responsibility in the Nizhny Novgorod region. Of these, 12 adolescents are aged 14 to 15, the rest are 16 to 17. This was announced at a press conference at the NOIC by the head of the inquiry division of the Main Directorate of the Ministry of Internal Affairs of Russia for the region, Police Colonel Oksana Smirnova.

      The majority of the crimes are thefts and robberies in shopping centers and stores. According to the police colonel, adolescents are attracted by the ease of access to goods placed on open shelves, which often provokes them to commit offenses.

      Almost half of the adolescents who committed crimes were already on preventive records with the internal affairs authorities. One in four had not even completed nine grades, but the majority have basic general education.

      As part of investigations into crimes committed by this category, inquiry officers always examine the children's living conditions and conduct their medical examinations. Juvenile affairs commissions and other prevention agencies are informed of this.

      Smirnova added that special attention is paid not only to the actions of the adolescents themselves, but also to parental responsibility. For inadequate upbringing, parents can be held administratively liable under Article 5.35 of the Code of Administrative Offenses of the Russian Federation. Parents are also obliged to compensate for material damage caused by their children. In 2025, investigations in the region succeeded in securing compensation for more than 80% of damages.

      According to her, in cases where a teenager commits a minor or moderately serious crime for the first time, and has positive character references, the court may apply compulsory educational measures. This allows avoiding a criminal record and its associated consequences. In 2025 such measures were applied to two minors. Conditions for this include remorse, compensation for damages and the presence of parents or legal guardians willing to take responsibility for the child's rehabilitation.

      It was previously reported that the number of murders increased by 6.5% in the Nizhny Novgorod region in 2025.
