The digital transformation program through 2031 was approved in Nizhny Novgorod.

      In Nizhny Novgorod a long-term program for the development of digital technologies for the period 2026–2031 was approved. Resolution No. 16326 was published on the city administration’s official website on December 23, 2025.

      The document’s key goals are stated as improving the quality of municipal services through digitalization, expanding citizens’ participation in city governance, and modernizing the information and telecommunications infrastructure of government bodies.

      According to the program, by 2031 at least 80% of municipal services should be provided electronically. In addition, it is planned that all automated workplaces in the administration will operate on Russian-made software. The same target — 100% — is set for compliance with legal requirements in the field of information security.

      Over six years, 1.78 billion rubles will be allocated from the city budget for the implementation of the program. Funding of 256 million rubles is provided for 2026.

      The funds will be used for technical support of existing information systems, development and implementation of new solutions, procurement of domestic software and server equipment, as well as for antivirus protection and other related needs.

      The program will come into force on January 1, 2026.

      Earlier it was reported that in 2025 more than 1.5 billion rubles were directed from the Nizhny Novgorod Region’s budget to the development of the digital environment.
