      At an extraordinary session on December 24, the deputies of the Nizhny Novgorod Duma approved amendments to the 2025 budget. The main changes concern a decrease in tax revenues and a redistribution of expenditures.

      As Yuri Mochalkin, director of the administration's Department of Finance, said, revenues from the simplified taxation system (STS) fell by 582.3 million rubles. Overall, the budget's revenue side was reduced by 458.7 million rubles, while the city's own revenues decreased by 594.1 million rubles.

      Despite the revenue decline, the budget's expenditures were increased by 135.4 million rubles due to inflows from higher-level budgets in the form of inter-budgetary transfers.

      Funding was redistributed among key areas: construction, transportation, housing and communal services, and the social sector. Additional funds will be allocated to create a terraced park, reconstruct the stormwater drainage system, and reinforce slopes.

      At the same time, due to the reduction in own revenues, spending on servicing municipal debt was cut by 347.6 million rubles. Funding for two autonomous non-profit organizations was also reduced: "Public Self-Government of Nizhny Novgorod" and the "Center for Support of Social Projects of Nizhny Novgorod" — by 10 million rubles each. The construction of a fire station in the village of Berezovaya Poyma will receive 27.6 million rubles less.

      Additional expenditures are provided through transfers from the federal and regional budgets: 42.8 million rubles will be allocated for the resettlement of unsafe housing, and 100 million for the reconstruction of roads on Maslyakova, Gogol, Sergievskaya and Oboznaya streets.

      In addition, 63.5 million rubles will be allocated for construction of the Sormovo metro branch, and 273.4 million rubles for the purchase of property within this project.

      Spending on major repairs of water supply and heating networks was reduced by 119.1 million rubles. In particular, 90.8 million rubles of debt on budget loans issued for repairs of heat networks under the concession agreement was written off.

      Expenditures for maintenance and repair of roads were also reduced by 226.7 million rubles due to cuts in inter-budgetary transfers.

      As a result, the total volume of the city budget's revenues will amount to 79.3 billion rubles, expenditures to 83 billion rubles. The budget deficit will reach 3.7 billion rubles.

      Earlier, City Duma speaker Evgeny Chintsov noted the budget's growth following the merger of Nizhny Novgorod with Kstovo.

      It was also reported that Nizhny Novgorod may have 8.5 billion rubles of budget loans written off.
