      At the conference summarizing the party's work in 2025, the secretary of the regional branch of United Russia and governor of Nizhny Novgorod Oblast, Gleb Nikitin, proposed revising the principles for allocating the deputies' fund. He reminded attendees that, under the law, each deputy of the Legislative Assembly is assigned a fund to support territories.

      Gleb Nikitin proposed allocating at least one third of these funds to support civic initiatives at the suggestion of the party's local political council.

      "An excellent proposal by the regional party secretary Gleb Nikitin was put forward today: to direct one third of the territorial support fund of the region's Legislative Assembly deputies to municipal tasks as decided by local political councils. This will both raise a shared sense of responsibility and make people think about where the money is going, and there will be greater public oversight. Thanks to everyone who worked on the initiative. I'm confident it will work well," emphasized the head of the city of Arzamas and deputy secretary of the Nizhny Novgorod regional branch of the party, Alexander Shchelokov.

      During his speech, Gleb Nikitin noted that although working mechanisms exist for implementing deputies' proposals in municipalities, local party branches do not always take part in the allocation of funds, while opponents of United Russia actively use this opportunity to showcase their work.

      "The proposal of our regional branch secretary is of great importance. Its implementation will allow more effective support for social projects, improvement projects, and institutions of culture, sport and education. The main task is to involve opinion leaders living in a specific territory in discussing the priorities for allocating funds," explained the deputy chairman of the Legislative Assembly of Nizhny Novgorod Oblast and deputy secretary of the Nizhny Novgorod regional branch of United Russia, Alexey Antonov.

      Delegates approved the proposal and decided to include a new principle in their work: deputies of the Legislative Assembly of Nizhny Novgorod Oblast are to allocate at least one third of the deputies' fund to addressing tasks supporting civic initiatives in accordance with decisions of the party's local political council.
