      Large accredited IT companies will allocate at least 3% of the funds saved through IT benefits to education and the training of future personnel. The corresponding decree of the Government of the Russian Federation has been signed.

      According to the decree, IT companies must conclude at least one agreement with a university that trains IT specialists. The list of specialties will be approved by the Ministry of Digital Development of Russia. The initiative is aimed at strengthening cooperation between educational institutions and the IT industry, which needs highly qualified personnel focused on solving real practical problems. The development of the IT industry is overseen by Deputy Prime Minister — Head of the Government Office of the Russian Federation Dmitry Grigorenko.

      The aim of the innovation is to improve the quality of IT education by enhancing the practical orientation of training and involving real industry partners in the process. It is planned that businesses will not only finance program implementation but also take part practically in their development. IT companies will be required to assign practitioner-employees to educational institutions as instructors, participate in curriculum development and the updating of course syllabi, and organize internships for students. This is a mandatory item in agreements with universities.

      “Today Russians are actively mastering digital specialties; more and more students are enrolling in IT programs. As of the end of 2024, there are already more than 1.5 million IT specialists in the country. But it is important to synchronize the work of educational institutions with the demands of future employers. Digital technologies are developing faster than curricula are updated. To bring IT education closer to the real needs of the industry, we are formally establishing the link ‘universities – IT companies,’” Dmitry Grigorenko emphasized.

      The new mechanism will make training more modern and speed up the adaptation of educational programs to business needs by including current tasks in the curriculum and enabling direct interaction between students and practicing specialists.

      The new rule applies to accredited IT companies with at least 100 employees and annual revenues of 1 billion rubles or more that received state support measures in the previous year (for example, applied a reduced rate of insurance contributions and a reduced corporate profit tax rate). Having a support agreement with at least one educational organization will become a mandatory condition for renewing accreditation in the IT companies registry and for continued eligibility for benefits.

      By the end of the year, IT companies that meet the project criteria are recommended to determine the format of cooperation with universities. Companies must conclude an agreement with at least one university by 1 June 2026, i.e., before submitting an application to confirm accreditation.

      Recall that the training of IT personnel corresponds to the objectives of the national project “Data Economy and Digital Transformation of the State,” which came into effect in Russia on 1 January 2025 by order of the President of the Russian Federation Vladimir Putin.
