      On December 3, 2025, a regular meeting of the City Duma’s standing committee on ecology was held by videoconference under the chairmanship of Irina Molkova with the participation of Duma speaker Evgeny Chintsov; it was devoted to the review of Nizhny Novgorod’s draft budget for 2026 and the planning period 2027–2028.

      As reported by Finance Department Director Yuri Mochalkin, environmental protection expenditures next year are planned at 4.6473 billion rubles. Of that amount, 411.2 million rubles are allocated for the design and construction of trunk water supply and sewerage networks for housing development in Olgino and Novinki.

      Also included among the expenditure items are the installation and repair of container sites, the elimination of landfills, and the capture and sheltering of stray animals. The draft budget allocates 3.7836 billion rubles for city beautification. Of this, 1.6241 billion rubles will go to street lighting and 1.3245 billion rubles to greening.

      During the discussion, Deputy Mark Feldman asked representatives of the city administration a question regarding improvement and the environmental situation in the newly annexed Kstovo District. Elena Pegova, Director of the Department of Improvement, explained that the needs of the new territory have been taken into account in the 2026 budget, which will make it possible to gradually include its facilities in citywide programs.
