Amendments imposing a complete ban on the sale of vapes in Russia were submitted to the State Duma.

      03 December 2025 16:13 Politics — A bill has been submitted to the State Duma proposing a complete ban on the sale of vapes, as well as all types of liquids used in electronic nicotine delivery devices. This was reported by RIA Novosti.

      The authors of the initiative are a group of parliamentarians, including State Duma Deputy Speaker Vladislav Davankov (New People party), Chairman of the Committee on Labour, Social Policy and Veterans' Affairs Yaroslav Nilov, Head of the Committee on the Development of Civil Society Yana Lantratova (A Just Russia), Head of the Committee on Family, Motherhood and Childhood Nina Ostanina (KPRF), as well as deputies Dmitry Svishchev (LDPR) and Dmitry Gusev (SR).

      According to the text of the draft law, it is proposed to ban both retail and wholesale trade in nicotine and its derivatives, including synthetic nicotine, nicotine salts, nicotine-containing and nicotine-free liquids, as well as devices intended for their use.

      The document amends the federal law "On State Regulation of the Production and Circulation of Tobacco Products, Tobacco Goods, Nicotine-Containing Products and Raw Materials for Their Production." In addition, the amendments affect Article 44 of the law "On the General Principles of the Organization of Public Authority in the Subjects of the Russian Federation."

      Recall that Governor Gleb Nikitin put forward an initiative to restrict the sale of vapes during Vladimir Putin's visit to Sarov. Nikitin proposed giving regions the right to regulate this area independently and making the Nizhny Novgorod Region a pilot site. The President subsequently supported the idea of a complete ban on vapes in the country.
