The bank operating the "Pushkin Card" program will change in 2026.

      In 2026, the bank-operator servicing the "Pushkin Card" will change in all regions of Russia. Program participants must submit an application for reissuing their card by December 28, 2025. This was reported by the Ministry of Culture of the Nizhny Novgorod Region.

      Since 2021 the operator of the "Pushkin Card" program has been Pochta Bank; from January 1, 2026 the operating bank will be VTB. Users can already submit an application to reissue their card.

      "The 'Pushkin Card' program has been operating in our region, as it has across the country, since 2021. During this time it has established itself as an excellent tool for attracting the attention of the younger generation to the culture of our country. Today 244 thousand cards have been issued in the Nizhny Novgorod Region, and each cardholder has the opportunity to visit museums, theaters, events in libraries, and film screenings not only in the Nizhny Novgorod Region but throughout Russia. I would like to note that our institutions are currently offering more than 1,700 current events. To continue using the opportunities of the 'Pushkin Card' in the new year, you must already submit an application to have it reissued at the new bank," said Natalya Sukhanova, Minister of Culture of the Nizhny Novgorod Region.

      Until the end of the year an application for issuance can be submitted in the "Gosuslugi Culture" app and the Pochta Bank app, as well as at VTB and Pochta Bank customer centers, the addresses for which can be found on the website: https://www.pochtabank.ru/. Additional questions can be asked via the "Pushkin Card" program hotline: 8 800 100 06 45.

      In November, more than 2 million applications submitted by users in advance were already processed nationwide.

      After reissue, the "Pushkin Card" with an updated limit of 5,000 rubles will appear in the "Gosuslugi Culture" app on January 1, 2026 at 15:00 Moscow time, when the change of bank-operator officially completes. For now, clients can continue to use the card issued by Pochta Bank — it will operate without changes until December 31, 2025 at 15:00 Moscow time.

      As a reminder, the "Pushkin Card" program was launched by decree of Russian President Vladimir Putin in September 2021. Young people aged 14 to 22 can participate. A detailed program of events is available on the Kultura.rf portal. To date, the number of "Pushkin Card" users exceeds 12 million people. Since 2025 the program has been included in the national "Family" project.
