      As the Ministry of Construction of the Nizhny Novgorod Region told the NTA-Privolzhye news agency in response to a request, according to the Unified Information System for Housing Construction (UISHC), more than 350 apartment buildings with a total residential area of more than 2.5 million square meters have been built in the Nizhny Novgorod Region using escrow accounts, and 150 apartment buildings with a total residential area of 1.5 million sq. m. are under construction.

      The ministry recalled that the introduction of the escrow account system in the region and throughout Russia took place with the entry into force of federal legislation provisions concerning construction.

      As the agency stated, the transition to the escrow account system affects the cost of the housing being built, since in the main housing construction is carried out by developers with the involvement of bank lending.

      At the same time, taking into account the necessary competencies and experience of professional market participants in developing the financial model of an investment project, determining sources of financing for required expenses, assessing risks, the level of interest rates for project financing, etc., the costs on such loans are minimized, the ministry noted.

      The agency also recalled that placing funds in escrow accounts is mandatory when developers attract citizens’ funds for the construction of an apartment building under shared-equity participation agreements.

      As for individual housing construction (IHC), the use of escrow accounts, according to federal legislation, is applied if the parties to the construction contract have reached an agreement to place funds in escrow accounts as payment of the contract price. Thus, the application of escrow accounts in the case of IHC depends on the will of the parties. Recall that IHC is carried out by way of notification to local self-government bodies.
