Nizhny Novgorod's measures to support the IT sector have once again been recognized as the most effective in Russia.

      The Nizhny Novgorod Region took first place among Russian regions for the availability and effectiveness of IT-sector support measures in 2025. The study was conducted by the Russian association of software developers “Russoft.” The ranking was formed based on an assessment of regional support measures obtained directly from IT companies. Russoft noted the presence of comprehensive support for Nizhny Novgorod developers and the high coverage of regional methods for stimulating the development of the IT industry.

      “The region’s position as a leader in measures to support IT workers is being maintained by the Nizhny Novgorod Region for the second year in a row. This is very valuable feedback from the IT community itself, which makes it possible to judge the effectiveness of our measures and, if necessary, update them in time. Over the past seven years, the total volume of regional and federal support received by Nizhny Novgorod IT companies has exceeded 1 billion rubles. And, judging by the statistics, this is yielding results. Even despite a difficult economic situation, the turnover of IT companies in the Nizhny Novgorod Region grew by 19.3% over the 9 months of 2025 and amounted to 60.1 billion rubles,” emphasized the Governor of the Nizhny Novgorod Region, Gleb Nikitin.

      “At the regional level we have formed a full cycle of measures — both for a startup and for a mature IT company. In addition to tax benefits and financing programs, the Nizhny Novgorod Region also has non-financial support measures. The combination of all these conditions allows Nizhny Novgorod developer companies to confidently move the industry forward,” noted the Deputy Governor of the Nizhny Novgorod Region, Yegor Polyakov.

      Russoft, in particular, noted the Nizhny Novgorod government’s active attraction of companies and specialists from other regions, as well as the presence of measures to retain personnel.

      “Nizhny Novgorod developers can recover 100 percent of personal income tax (PIT) for employees recruited from other regions of the country and from abroad, and 50 percent for those who work remotely from other parts of Russia. Compensations will be paid for the next five years from the date of employment. In certain cases this applies not only to IT specialists, but also to workers in other professions — a project manager or a design manager, for example. Thus, relocation documents for 47 new employees of Nizhny Novgorod IT companies have already been processed; in total, about 1,400 people are currently expected to be employed,” said the Minister of Digital Development and Communications of the Nizhny Novgorod Region, Aleksandr Sinelobov.

      A regional register of IT startups has also been created in the Nizhny Novgorod Region, which allows young companies to more quickly obtain state accreditation from the Ministry of Digital Development of the Russian Federation and apply for a whole range of support measures. About 80% of the companies in the register are already accredited and use tax benefits and preferences.

      In addition, last year Nizhny Novgorod software developers received compensation of 20 million rubles for selling business licenses at a preferential price, which allowed IT companies to recover lost revenue and buyers to purchase domestic software more advantageously. Currently the support measure to reimburse 50% of the cost of software when sold to SMEs at a discount is being updated.

      Reduced rates under the simplified tax system (STS) apply to Nizhny Novgorod IT companies. A reduced property tax rate has been introduced for regional data processing and storage centers, and an investment tax deduction for telecommunications.
