Residents of Nizhny Novgorod Oblast on average need three and a half years to save for a mortgage down payment. This conclusion was reached by analysts at RIA Novosti.

The agency's specialists compiled a ranking of Russian regions by the time required to save for an initial down payment on a 60 sq. meter apartment. The calculations assumed a family of two working adults and one child. It was assumed that half of their disposable income (after deducting subsistence minimums) is set aside each month.

Median wages, housing costs and the level of the subsistence minimum were calculated separately for each region based on data from September 2024 to September 2025. The required initial down payment was defined as 30% of the average cost of such an apartment.

Nizhny Novgorod Oblast ranked 42nd in the rating, improving its position compared with last year (it was 49th then). In 2025 the size of the initial down payment amounted to 1.97 million rubles versus 1.85 million a year earlier.

The most affordable region for saving was again the Khanty-Mansi Autonomous Okrug — Yugra, where the required amount can be saved in 1.8 years. Also in the top 10 were Murmansk Oblast, the Nenets Autonomous Okrug, Magadan Oblast, the Komi Republic, Sakhalin Oblast, Khabarovsk Krai and Kamchatka Krai.

At the bottom of the ranking, as before, were mostly regions of the North Caucasus, where wages have historically been low.

It was previously revealed that in 2025 residents of Nizhny Novgorod took out more than 7,000 mortgage loans.

It was also reported that only 13.6% of Nizhny Novgorod families can take out a mortgage to buy housing.
