The “My Documents” Center of the Nizhny Novgorod Region has been recognized as the best in the country following the All-Russian contest “Best Multifunctional Center of Russia” 2024. Nizhny Novgorod MFCs won in the nomination “Best Regional Network of MFCs” in the category “Large Regional Network.”
“The task of MFC employees is to ensure that residents of Nizhny Novgorod receive public services quickly, efficiently and in one place, without having to collect many certificates from different offices. To achieve this, our MFCs have been doing substantial work in recent years on qualitative renewal. We are opening new branches that meet all standards: with children’s corners, navigation for people with limited mobility and a hearing enhancement system. We were among the first in Russia to connect to the citizen service by biometrics, without presenting a passport. Nizhny Novgorod MFCs were evaluated on office accessibility, use of digital technologies and many other parameters—precisely those that directly affect residents. I thank my colleagues for this high result!” emphasized Gleb Nikitin, Governor of the Nizhny Novgorod Region.
“Today the MFC network is the main channel for in-person interaction between people and the state; here one can receive not only state or municipal services, but also various other services. We see that the regions are working systematically on convenience for citizens, and the key task is to ensure that all applicants across the country, without exception, receive services of an equally high standard,” noted State Secretary—Deputy Minister of Economic Development of Russia Alexey Khersontsev.
Deputy Governor Yegor Polyakov reminded that the Nizhny Novgorod Region is a leading region in introducing artificial intelligence into public administration, including into the work of MFCs.
“Since 2024, a voice assistant for appointment booking and notifications about documents ready for issuance has been operating at the region’s MFCs. Employees’ work is also evaluated by artificial intelligence—it identifies problem areas and best practices in communication. Such a technology allows for faster processing of requests and reduces the load on operators. In 2025 alone, the call center of the Nizhny Novgorod Region’s MFC handled more than 385,700 calls, the majority of which are processed by the voice assistant without transferring the call to an operator,” Yegor Polyakov said.
In addition, a regional center for the optimization of state and municipal services has been created at the MFC in the Nizhny Novgorod Region.
“The tasks of the optimization center include analyzing existing services and giving an honest answer to whether there are redundant requirements in the procedures for providing them. Many documents that agencies previously asked applicants to provide can now definitely be requested from one another. Undoubtedly, we are currently paying special attention to optimizing services of the ‘demographic package.’ Since the start of its work, the provision procedures for 32 services have been optimized,” said Svetlana Musarskaya, Director of the Nizhny Novgorod Region MFC.
