In this regard, deputies have begun considering the possibility of introducing a so‑called "cooling‑off period" for apartment transactions. This was reported by the speaker of the lower house of parliament, Vyacheslav Volodin, via 360.ru.
Russians have begun to encounter situations where, after the transaction is completed and the seller receives the buyer's money, the seller refuses to hand the property over to the new owners. This most often happens because the seller falls under the influence of fraudsters who force them to give up the money. As a result, honest buyers lose both their money and the apartment. Elderly people most often become the primary victims of such schemes.
Rosreestr reported that more than 3,000 transactions involving pensioners were annulled in 2024. Over the past two years, the number of transactions annulled due to fraud has increased by 20%.
Vyacheslav Volodin noted that the number of complaints about fraud in the real estate market is growing, and measures need to be taken to protect good‑faith buyers and sellers of housing. It is proposed to introduce a 7‑day "cooling‑off period" during which the seller will be able to reconsider the deal. The buyer's funds will be held in a separate account until the transaction is completed.
