The Legislative Assembly of the Nizhny Novgorod Region has abandoned a previously proposed initiative that would have introduced administrative liability for parents for traffic violations committed by their children on personal mobility devices (PMDs). The decision was made at a meeting on November 27, reports a correspondent for NIA "Nizhny Novgorod."
Deputies considered and approved a motion to annul the resolution to submit to the State Duma a draft federal law that proposed amendments to the Code of Administrative Offenses of the Russian Federation. As Vladimir Soldatenkov, chairman of the Committee on Transport and Road Management, said, the draft federal law was prepared back in 2024 after discussion by an expert council. The document proposed adding a new article to the Code of Administrative Offenses that would introduce fines ranging from 500 to 3,000 rubles for parents of minors who violate traffic rules when using PMDs.
In October 2024 deputies decided to send the initiative to the State Duma. However, prior to that the draft was sent for review to the Government of the Russian Federation, which did not support it. The government reminded that in 2025 fines under Article 5.35 of the Code of Administrative Offenses of the Russian Federation — for parents’ failure to fulfill their child-rearing duties — were already increased. They now range from 500 to 2,000 rubles instead of the previous 100–500 rubles. This provision allows parents to be held accountable, including for traffic violations committed by their children.
Given the government’s position, the Nizhny Novgorod deputies decided not to advance the initiative further. The Legislative Assembly noted that it intends to monitor the effectiveness of the updated federal provision. If it proves insufficient, regional deputies do not rule out the possibility of returning to their legislative initiative.
Earlier it was reported that in the first nine months of 2025 six teenagers died in road accidents in the Nizhny Novgorod Region, two of whom were operating vehicles.
