Nizhny Novgorod deputies approved the rates of three taxes.

      At a meeting on 26 November, deputies of the Nizhny Novgorod City Duma unanimously approved three tax initiatives. Among them are the introduction of a tourist tax, an increase in the property tax on individuals, and the retention of land tax rates. This was reported by a correspondent of NIA "Nizhny Novgorod."

      As explained by the director of the Department of Economics, Elena Antonova, the tourist tax is already applied in several districts of the Nizhny Novgorod region, as well as in the ten largest cities of Russia. In connection with the merger of Nizhny Novgorod and the Kstovo municipal district, the city administration has prepared a draft new regulatory act that will apply across the territory of the merged district.

      According to the document, the tourist tax will come into force on 1 January 2026 and will be introduced in stages: 2% in 2026, 3% in 2027, 4% in 2028 and 5% from 2029. These are the maximum values permitted by the Russian Tax Code. The previously enacted decision on the tourist tax in the Kstovo district will be repealed.

      Deputies supported the initiative, noting that the hotel business needs to be legalized. At the same time, deputy Zhanna Skvortsova drew attention to the additional burden on hoteliers: taking into account an increase in VAT by 2%, the total tax burden will amount to 4%. Budget committee chairman Mark Feldman proposed including the tourist tax in the accommodation price, which, in his opinion, would not have a significant impact on the consumer price.

      In addition, from 2026 a unified tax on the property of individuals will be established in the merged municipality. Its rates will be differentiated depending on the cadastral value of the properties:

      - up to 50 million rubles — 0.2%;

      - from 50 to 300 million rubles — 0.3%;

      - for unfinished construction projects, garages and parking spaces — also 0.3%;

      - for properties from the special list under Article 378.2 of the Russian Tax Code — 2%;

      - for real estate valued above 300 million rubles — 2.5%;

      - for other properties — 0.5%.

      Tax benefits are provided for socially vulnerable categories: orphans, students who are orphans, large families, people with Group III disabilities, low-income citizens and family members of conscripts.

      Mark Feldman noted that the personal property tax had not changed for about ten years. "We are talking about generating taxes that will bring hundreds of millions of rubles into the city budget over a three-year horizon. Which is very important and significant today," he added.

      The third decision was to retain the land tax rates. Since the rates in Nizhny Novgorod and the Kstovo district previously coincided, no changes will be required in this matter.

      Recall that the Kstovo district was abolished in June 2025 as it became part of Nizhny Novgorod.
