      The Governor of the Nizhny Novgorod Region, Gleb Nikitin, held the traditional annual meeting with representatives of the business community, during which he answered more than 40 questions. The dialogue took place at the Nizhny Novgorod Fair, lasted almost four hours and gathered over 600 participants.

      The topics covered a wide range of economic sectors. Business raised questions about support for industry and responsible companies, implementation of tourism initiatives, and the possible participation of the region in an experiment to introduce an automated simplified taxation system (auto‑USN). The upcoming 2026 tax reform was also discussed, which, among other things, envisages a change in the VAT rate.

      Entrepreneurs were also interested in prospects for doing business on the territory of the Nizhny Novgorod Kremlin, the adjustment of protected zones to restore a children’s camp, the organization of agricultural fairs at tourist‑attractive sites in Nizhny Novgorod, and a number of other issues.

      Pavilion No. 1 at the Nizhny Novgorod Fair presented information about cultural heritage sites available for purchase by businesses for investment projects and adaptation for modern use.

      The governor thanked participants for their activity and stressed that, in the current economic conditions, complex tasks face both entrepreneurs and authorities. He noted that regions continue to compete for investors and appealed to executive bodies to act so that business feels fairness in every decision. He also emphasized the need to strive for the development and strengthening of the entrepreneurial environment.

      In addition, the head of the region appealed to control and supervisory agencies with a request to organize their work so that requirements for business are transparent and convincing.

      The Chairman of the Legislative Assembly of the Nizhny Novgorod Region, Evgeny Lyulin, stressed that the parliament is consistently developing the areas of support for entrepreneurship discussed at the meeting. He recalled that this year a law “On the Development of Responsible Business Conduct” was adopted, which allows companies implementing socially significant and environmental initiatives to count on priority state support. At the federal level, it was possible to expand the use of the patent taxation system, which increased access to financial services for residents of remote territories and became an additional measure of support for entrepreneurs.

      According to Lyulin, investment agreements between the government and companies implementing key projects are being approved on a priority basis: enterprises receive tax benefits, and the region gains new capacity and jobs. Such comprehensive work by the government and deputies creates conditions for further business growth.

      The meeting also discussed issues within the competence of the Nizhny Novgorod city administration. In particular, entrepreneurs raised the issue of placing non‑stationary retail units on the Verkhnevolzhskaya Embankment. Mayor Yuri Shalabaev said that a concept is being prepared that defines requirements not only for signage but also for the appearance of such units.

      He said it is important to strike a balance between the needs of trade and the preservation of the historical appearance of this landmark area. He also noted that business is calling for shorter timeframes for issuing permits to carry out work within the city limits, and the administration is already working in this direction. At the same time, Shalabaev emphasized that completely free, uncontrolled issuance of permits is unacceptable, as proper oversight of the organization of work is necessary.
