In Russia, regions will be evaluated on the quality of support measures for participants in the special military operation.

      Under the leadership of the Minister of Defense of the Russian Federation Andrey Belousov, an interdepartmental meeting was held with the participation of the Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev, State Secretary — Deputy Minister of Economic Development of the Russian Federation Aleksey Khersontsev, heads of the subjects of the Russian Federation, and representatives of federal and regional authorities on issues of simplifying and speeding up the receipt of social support measures for participants in the special military operation (SMO).

      The head of the Russian military department noted that work to provide benefits to SMO participants, combat veterans and their family members is being organized jointly with the Ministry of Digital Development of Russia and the Ministry of Economic Development of the Russian Federation.

      At the same time, the main efforts are focused on digitizing all entitled support measures, as well as proactively and comprehensively providing them to SMO participants in a single visit to a Multifunctional Center (MFC) and via Gosuslugi (the State Services portal).

      Last year a service for issuing electronic certificates of participation in the special military operation was launched. This measure sped up the provision of social support measures; the service has already been used by more than three million people.

      "We continued to develop this direction — today a servicemember can receive a certificate within a few seconds. Since May of this year work has been underway to organize the proactive provision of benefits," said Andrey Belousov.

      The new service will allow federal, regional and municipal social support measures to be obtained as quickly as possible. Servicemembers and their family members will only need to go to Gosuslugi or the nearest MFC without having to submit certificates and paper documents.

      State Secretary — Deputy Minister of Defense of the Russian Federation Anna Tsivileva reported that the system is operating normally without failures.

      "More than 600,000 certificates have been generated since May through the service on the unified portal of state services using the new digital solution," said the Deputy Minister of Defense.

      Minister of Digital Development, Communications and Mass Media of the Russian Federation Maksut Shadayev spoke about the operation of the state services portal in the area of providing social support measures.

      "On Gosuslugi we have created a separate section where we have collected information on all social support measures for participants in the special military operation and their families. Together with the Ministry of Defense we identified 11 support measures that are the most popular and are provided in most subjects of the Russian Federation, in order to convert them to a proactive provision mode, and where possible — completely application-free. Together with the subjects of the Russian Federation we are working to ensure that all support measures for participants in the special military operation and their families are available on Gosuslugi in electronic form," Maksut Shadayev said.

      State Secretary — Deputy Minister of Economic Development of the Russian Federation Aleksey Khersontsev reported that, at the instruction of the Minister of Defense of the Russian Federation, the Ministry of Economic Development, together with federal agencies and authorities of the subjects of the Russian Federation, continues work to improve the quality of providing support measures to SMO participants and their family members through Multifunctional Service Centers.

      "First of all, I would like to note the key advantages for our heroes and their family members that exist when benefits are provided through MFCs: the number of visits to various agencies is reduced, there is no need to make copies of required documents at MFCs, and time and material costs are significantly reduced," Aleksey Khersontsev said.

      The State Secretary — Deputy Minister of Economic Development also noted that active work is underway to introduce the so‑called comprehensive request in MFCs, where, by a single application, SMO participants and their family members can receive the entire package of support measures due to them at once.

      "Thousands of such comprehensive applications are already being submitted. Very good feedback — 5–10 support measures in each application. Already 41 subjects of the Russian Federation have launched these requests," emphasized the Deputy Head of the Ministry of Economic Development.

      During the meeting, representatives of the subjects of the Russian Federation also spoke — those who are most actively implementing the Ministry of Defense’s service to simplify the provision of support measures in their regions.

      Andrey Belousov noted that without the participation of the subjects of the Russian Federation this work cannot be completed, because these benefits themselves are provided in the subjects of the Russian Federation.

      "The number of support measures can indicate how genuinely a region cares for its veterans," the head of the Russian military department said.

      At the same time, the Minister of Defense of the Russian Federation emphasized that there are regions where the risks of implementing this task are highest.

      "I instruct to develop a ranking of regions by the number of support measures, as well as by the participation of regional administrations in ensuring the delivery of these measures to recipients through digital services and MFCs," Andrey Belousov said following the meeting.
