At a meeting of the Committee on Housing and Communal Services and the Fuel and Energy Complex of the Legislative Assembly of the Nizhny Novgorod Region, held on November 19, deputies discussed the effectiveness of administrative commissions in the region’s municipalities.
As it turned out, the situation differs significantly across the region’s districts. For example, in Nizhny Novgorod, administrative commissions have already collected fines totaling 377 million rubles for 2025. The violations concerned, in particular, improper parking on lawns and sidewalks, failure to comply with improvement rules, and other administrative offenses.
The chairman of the relevant committee, deputy Vladimir Bespalov, told NIA "Nizhny Novgorod" that not all municipalities operate with the same level of effectiveness. “Nizhny Novgorod shows the best result, and there are territories where not a single warning has been issued and not a single fine imposed over the year,” he emphasized.
At the same time, according to Bespalov, it’s not about the number of penalties but about a systemic response to identified violations. The lawmaker noted that warning and engagement with residents are more important than punitive measures. “Working with property owners and issuing warnings often yields better results than mass fines,” he explained.
Bespalov also stressed that administrative commissions in Nizhny Novgorod demonstrate a noticeably higher level of effectiveness compared with other districts of the region.
Answering a question about the reasons for differing results, the deputy pointed to a number of factors. Some districts lack staff; in others — especially in rural areas — employees limit themselves to verbal remarks or ignore violations altogether.
In Bespalov’s view, the work of administrative commissions needs to be intensified across the region. He recalled that it is especially important to maintain order on improved territories created under the “You Decide!” program, where residents themselves participate in shaping a comfortable urban environment. “It is necessary not only to create new public spaces, but also to ensure the preservation of already improved sites,” summed up the chairman of the Committee on Housing and Communal Services and the Fuel and Energy Complex.
Earlier it was reported that fines totaling 70 million rubles were issued in Nizhny Novgorod for parking on lawns.
