An international medical cluster is to be created in the Nizhny Novgorod Region.

An international medical cluster has been proposed to be created in the Nizhny Novgorod Region on the territory of the innovative scientific and technological center (INTC) "Quantum Valley". The corresponding bill was submitted to the State Duma by the region's Legislative Assembly.
The document provides for amendments to the federal law "On the International Medical Cluster". In particular, it is proposed to allow the formation of such clusters not only in Moscow and the Moscow Region, as is currently provided, but also on the territory of innovative scientific and technological centers. This will allow part of the "Quantum Valley" site to be included in the cluster.
Private medical organizations already operate on the territory of the INTC. However, the implementation of international projects in healthcare requires attracting foreign specialists, as well as the use of medicines and medical devices registered in countries that are members of the Organisation for Economic Co-operation and Development (OECD).
It is proposed that management of the new cluster be transferred to the existing management company of "Quantum Valley", whose founder is N.I. Lobachevsky Nizhny Novgorod State University, a National Research University.
The authors of the initiative emphasize that the bill will not require additional expenditures from the federal budget and does not contradict Russia's international obligations.
Recall that "Quantum Valley" is the only innovative scientific and technological center in the Volga Federal District. INTC residents receive tax benefits for 10 years: with annual revenue of up to 1 billion rubles and aggregate net profit of no more than 300 million rubles they are exempt from corporate income tax, property tax and VAT. Their insurance contribution rate is 15% of the amount exceeding the minimum wage (MROT).
The center plays a key role in the implementation of the national project "Science and Universities", ensuring effective interaction between science and business. In 2024, 17 new companies joined "Quantum Valley". They plan to invest about 11 billion rubles in developing their projects and create over 400 jobs. The total volume of investment in initiatives on the center's territory exceeded 1.5 billion rubles, of which more than 1 billion was directed to research and development (R&D).
Earlier it was reported that more than 14 billion rubles were allocated for the construction of an oncology center in Nizhny Novgorod.
