A 2-million-ruble AI to locate animals will be developed in the Nizhny Novgorod region.

In the Nizhny Novgorod region, authorities plan to deploy artificial intelligence that will search for lost cats and dogs using photographs. To this end, the Center for Coordination of Digital Economy Projects has announced the procurement of specialized software. The information was posted on the state procurement portal.
The new software will become part of the existing video surveillance system. The main task of the technology is to automatically recognize animals' faces in images and create profile cards with detailed information: species, breed, coat color and other distinguishing features.
If someone loses a pet, they will only need to upload its photo — the AI will begin searching for matches in the database. If a similar animal is found, the user will receive a notification. If no matches are found within 30 days, the card will be automatically archived.
The maximum contract value is 2 million rubles. After signing the contract, the contractor will have only five days to deliver the finished software solution.
Applications to participate in the tender can be submitted until 19 November 2025.
The AI-powered missing-pet search service is currently integrated into the "Resident Map of the Nizhny Novgorod Region" project. At the moment, cooperation is underway with 10 shelters in Nizhny Novgorod.
Recall that the development of government portals using AI technologies meets the objectives of the national project "Data Economy and Digital Transformation of the State," which is being implemented from 2025 by order of the President of Russia.
