It has been announced how much the recycling fee will increase in 2026.

From December 1, 2025, new rules for calculating the recycling fee will come into force in Russia. The updated system will primarily affect individuals importing cars under preferential rates. The changes were approved by the Ministry of Industry and Trade and are aimed at streamlining the fee payment procedure.
It was originally planned that the new tariffs would take effect on November 1, but at the instruction of Deputy Prime Minister Dmitry Manturov the date was postponed by a month. This decision was made taking into account the interests of citizens who had already ordered cars with power above 160 horsepower.
As 360.ru notes, different recycling fee rates currently apply to individuals and legal entities in the country, and the difference between them can reach millions of rubles. From December, the calculation will take into account not only engine displacement but also its power. This innovation applies to both internal combustion engine (ICE) vehicles and electric cars and hybrids.
The preferential recycling fee of 3,400 rubles will be retained only for cars with engine power up to 160 horsepower. If power exceeds this threshold, a commercial rate is applied. For electric cars and series hybrids the benefit will remain only for power up to 80 horsepower, taking into account the 30-minute nominal power rather than peak power.
Specific rates will also change from December 1. For example, for cars with an engine displacement of 1–2 liters and power from 160 to 190 hp the recycling fee will be 750,000 rubles, and for cars with power over 500 hp — up to 2.6 million rubles. The higher the displacement and power, the higher the rate.
The increase in the recycling fee in December is part of a broader indexing strategy. It is expected that from January 2026 the tariffs will rise by another 15–20%. According to authorities’ plans, the rate increases will continue through 2030.
The recycling fee first appeared in 2012 as a measure to support the domestic auto industry after the reduction of import duties in the context of joining the WTO. Since then its amount and structure have changed repeatedly.
A separate problem has been cases where the Federal Customs Service requires additional recycling fee payments for cars imported from Kazakhstan. As Yan Haiceer, vice-president of the National Automobile Union, explained in an interview with 360.ru, this is related to a provision adopted in April 2023 according to which benefits do not apply to cars from Customs Union countries.
According to him, the responsibility for calculating the recycling fee lies with the owner or importer of the car, and customs officers can audit this calculation for three years. At the same time, many cars were imported not by the citizens themselves but by intermediaries or bloggers, which has caused confusion and misunderstanding.
