Businesses in Nizhny Novgorod report a decrease in the number of inspections by regulatory authorities.

      Nizhny Novgorod Region entrepreneurs report a decrease in the number of inspections by regulatory authorities. These data are based on a survey conducted by the regional Ministry of Economic Development and Investments for the first three quarters of 2025.

      According to Denis Ismagilov, the regional Minister of Economic Development and Investments, there is an average of 0.2 inspections per respondent, while almost 90% of respondents reported that no control activities had been conducted regarding their businesses. For comparison, over the nine months of 2024 this figure was 0.7 inspections, and the share of such entrepreneurs was 77%.

      The region continues to pursue the implementation of the objectives of the control reform: the number of inspections is minimal while legal requirements are observed. The number of violations per effective inspection has decreased by more than 3% compared with last year.

      Survey participants also noted that inspection procedures have become clearer and more convenient, and that the inspections themselves do not have a significant impact on business activities.

      The anonymous self-check service continues to be developed in the Nizhny Novgorod Region — https://самопроверка.рф/Mainpage. It allows entrepreneurs to independently verify whether their activities comply with the law and to remedy violations without interacting with regulatory authorities. In 2025 seven new self-check scenarios were added in the areas of supplementary education, advertising and trade. A total of 200,000 self-checks have been conducted across all scenarios.

      In 2024 the service was included in the database of best Russian practices "Smartek."

      Since 2025 business support activities have become part of the national project "Effective and Competitive Economy," implemented at the instruction of Russian President Vladimir Putin. The Governor of the Nizhny Novgorod Region is Gleb Nikitin.
