In the Nizhny Novgorod region, it is planned to provide housing for 785 orphans and young people left without parental care by the end of 2025. This was reported at a meeting of the Legislative Assembly committee on social issues, which took place on 22 October.
As Minister of Social Policy Igor Sedykh said, since the beginning of 2025 apartments have already been received by 303 people. In total, 4,808 people were on the list to receive housing as of 1 October, more than 3,000 of whom already have the right to be provided with an apartment.
The authorities intend to achieve the planned targets through two mechanisms: the purchase of 685 apartments through the Ministry of Construction and the issuance of about 100 regional housing certificates. The total amount of funding for the program is more than 2.5 billion rubles.
The head of the department recalled that the regional housing certificate has been in effect since the summer of 2025. It allows orphans to receive about 4 million rubles to buy an apartment. In addition, last year the amount of compensation for renting housing was doubled — it can now reach 20,000 rubles per month.
Chairman of the Legislative Assembly Evgeny Lyulin noted that deputies are keeping the situation under control and will continue to cooperate with the regional government. He added that expanding support measures, including housing certificates, helps to solve the problem more quickly and effectively.
Earlier it was reported that 50 apartments are planned to be allocated to orphans in Nizhny Novgorod; for this they want to transfer them from state to municipal ownership.
