Nizhny Novgorod municipalities have established cooperation with 85 foreign cities in 28 countries around the world.

      Municipalities of the Nizhny Novgorod Region have established links with 85 foreign municipalities in 28 countries around the world. This was reported by Olga Guseva, Minister of International and Interregional Relations of the Nizhny Novgorod Region, at a meeting with the leadership of the region’s municipal formations.

      Representatives from Nizhny Novgorod, Arzamas, Dzerzhinsk, Pervomaisk, Bor, Chkalovsk, as well as the Gorodetsky, Balakhninsky, Voskresensky, Bogorodsky and Voznesensky municipal districts took part in the event.

      “To date, the Nizhny Novgorod Region has signed cooperation agreements with 85 municipal formations in 28 foreign states. Of these, 43 sister municipalities are located in neighboring countries, and 42 are in countries farther afield. Moreover, 40 sister municipalities were established under the current governor, Gleb Sergeyevich Nikitin. Leaders in terms of the number of sister cities and partners are Nizhny Novgorod — 29 sister cities and partners; the Arzamas urban district — 9; and the Gorodetsky municipal district — 7,” Olga Guseva noted.

      According to the head of the department, from January to September 2025 twelve new agreements on the development of sister ties were signed, accounting for 14% of the total.

      The minister also noted active development of intermunicipal ties with Belarus.

      “The Republic of Belarus is one of the countries where the Nizhny Novgorod Region has the most partner regions and sister cities. This is largely due to the Program for the Development of Intermunicipal Cooperation between the Nizhny Novgorod Region and the Republic of Belarus, which has been in effect from 2023 until the end of 2025. It comprises around 300 cooperation events between Nizhny Novgorod and Belarusian sister municipalities in areas such as trade and economic cooperation, investment, education, culture, sports, tourism, etc. We are currently collecting proposals from Nizhny Novgorod municipalities to form a similar program for 2026–2028,” Olga Guseva added.

      During the meeting, participants discussed issues arising in the course of international cooperation and identified ways to resolve them.
