Lyulin called for tighter oversight of major repairs to apartment buildings in the Nizhny Novgorod Region.

      The results of monitoring the regional law on capital repairs were discussed at a meeting of the Committee on Housing and Communal Services and the Fuel and Energy Complex.

      On October 22, a meeting of the Committee on Housing and Communal Services and the Fuel and Energy Complex was held at the Legislative Assembly of the Nizhny Novgorod Region. Deputies discussed the results of monitoring the law "On the organization of conducting capital repairs of common property in apartment buildings located in the territory of the Nizhny Novgorod Region." Chairman of the Legislative Assembly of the Nizhny Novgorod Region Evgeny Lyulin noted that it is necessary to strengthen control over the quality of work carried out as part of capital repairs of apartment buildings in the region.

      "Our common task is to ensure that the capital repair program is implemented as effectively as possible. All proposals developed by the committee will be worked out in detail and the appropriate legislative initiatives will be prepared. We will take all necessary decisions so that residents of the Nizhny Novgorod Region live in comfortable and safe homes," the speaker of the regional parliament emphasized.

      During the monitoring, data for 2022–2024 were analyzed. Over this period, the volume of funds flowing into the capital repair fund's "general pot" rose from 3.12 billion rubles to 4.23 billion rubles, and the value of work performed reached 8 billion rubles. Housing conditions were improved for almost 145,000 people. At the same time, deputies noted that there are challenges related to arrears in contributions and the need to repair low-rise houses and cultural heritage sites.

      The committee formulated a number of recommendations. It is proposed to submit initiatives to the State Duma of the Russian Federation to exempt the regional operator from paying the state fee when recovering arrears on contributions and to abolish the statute of limitations for these debts.

      Local authorities are advised to establish requirements for the placement of air conditioners on building facades, especially on central streets, and to enshrine the obligations of owners to ensure access to balconies for facade repairs. The regional government was recommended to approve the Procedure for conducting operational control over the technical condition of apartment buildings located in the territory of the Nizhny Novgorod Region. Another recommendation is to include, among the works carried out within the framework of capital repairs, the repair of in-building engineering systems for hot water supply — dismantling, installation, restoration, replacement, installation of regulators for the parameters of the heat transfer medium, heat exchangers, boilers, pumping units and other equipment as part of the complex for producing and supplying hot water.

      Municipalities are advised to intensify efforts to implement the provisions of the Housing Code of the Russian Federation on carrying out inspections of management companies in cases of complaints about their failure to fulfill management contracts, in order to avoid the accumulation of problems that ultimately lead to the need for early capital repairs.

      "Based on the results of the monitoring, we prepared a draft resolution that will be considered at the October meeting of the Legislative Assembly. The proposed measures as a whole will allow us to significantly improve the effectiveness of planning capital repairs in accordance with the needs of citizens," said Vladimir Bespalov, chairman of the Legislative Assembly of the Nizhny Novgorod Region Committee on Housing and Communal Services and the Fuel and Energy Complex.
