      Additional restrictions on migrants may appear in the Nizhny Novgorod region. This is linked to President of Russia Vladimir Putin’s approval of an updated Concept of Russia’s Migration Policy, planned through 2030. The document was published on the official legal acts portal.

      According to the concept, the country will continue to see an influx of foreign workers. This is due to a shortage of labor resources in a number of economic sectors. However, at the same time the authorities intend to toughen their approach to regulating migration processes and strengthen control over the stay of foreigners in Russia.

      One of the key tasks of the new concept will be to prevent the emergence of ethnically segregated districts and marginalized migrant communities. To this end, integration programs are planned to be expanded, including mandatory Russian language study.

      Management of migration policy will now be carried out under the coordination of the Russian Security Council. The document emphasizes the need to increase the responsibility of employers who hire foreign nationals.

      Also among the priorities is restricting the stay in the country of migrant family members who do not work or study. This is intended to reduce the burden on the healthcare and social services systems.

      The new concept envisages the introduction of IT and biometric technologies to strengthen control, as well as measures to reduce crime among migrants and combat illegal migration.

      The document pays special attention to the return to Russia of compatriots and foreigners who share traditional Russian spiritual and moral values and who relocate for permanent residence. Their share of the overall migration flow is expected to increase.

      The concept consists of nine sections and 46 points and will replace the current strategy adopted in 2018. The main goal of migration policy is proclaimed to be ensuring a balance of state, public, and private interests.

      Earlier, State Duma deputy for the Nizhny Novgorod region Yuri Stankevich noted that the principle “worked — left” reflects Russians’ demand regarding migrants’ stay in the country. Nizhny Novgorod writer Zakhar Prilepin has also expressed his view on migration policy. According to Prilepin, the main reason for newcomers’ adaptation difficulties lies not with the migrants but with the actions or inaction of state bodies.
