      A working meeting took place at the Ministry of Sport of the Russian Federation between the Minister of Sport, Chairman of the Russian Olympic Committee Mikhail Degtyarev, Minister of Education Sergey Kravtsov and Governor of the Tula Region, Chairman of the State Council Commission on Sport Dmitry Milyaev. The main focus was on preparations for the meeting of the Presidential Council for Sport and on issues related to the development of children's, youth and school sports.

      "Today we discussed the key areas of work ahead of the Council meeting on sport, including interdepartmental initiatives for school and youth sports announced by the President of Russia Vladimir Vladimirovich Putin. Among the topics is the coordination of new modules for physical education lessons being developed by the Ministry of Education. I also propose considering the renewal of the content of the lessons themselves, the introduction of new disciplines, including phygital sport, and the creation of a system of school sports leagues," Mikhail Degtyarev said at the start of the meeting.

      To date, physical education in schools is taught through modules covering 32 sports. The Ministry of Sport proposed expanding this list to include, for example, phygital sport and cross-country skiing. Sergey Kravtsov supported the initiative.

      "Phygital sport is one of the relevant and promising directions, especially for young people. We are currently preparing a draft elective module on this direction together with the All-Russian Phygital Sport Federation. Thanks to federal programs for the construction and major repair of schools, comfortable conditions for sports activities have been created in many educational institutions today, including improved surrounding areas. Thus, a full-fledged sports infrastructure has been formed," the Minister of Education noted.

      During the meeting, an agreement was reached to work out the issue of opening school sports facilities to the general public — with mandatory compliance with all safety requirements.

      "The development of school sports clubs is our priority. Since 2020, 38,000 such clubs have already been created — in almost every school in the country," Sergey Kravtsov added.

      They also discussed the possibility of introducing a third physical education lesson per week and measures to support more than 72,000 teachers of this subject. The head of the Ministry of Education proposed holding an all-Russian congress of physical education teachers, which, Dmitry Milyaev said, the Tula Region is ready to organize.

      Another important topic was the creation of a unified school sports league analogous to leagues in student sports. This should simplify the organization of competitions between schools.

      "We propose making legislative changes so that leagues can be created not only in the form of legal entities, but also as competition systems or as subdivisions of sports institutions. This will simplify administration and reduce costs. It is possible to organize a single structure modeled on student sports, where coordination is handled by the Russian Student Sports Union. Then there will be a unified system and a single reporting mechanism," Mikhail Degtyarev explained.

      The parties also discussed the development of the "Presidential Competitions" project, which since 2023 has covered not only summer but also winter sports. This has allowed more participants to be attracted and at the same time to begin forming a future talent pool for professional sports. Sergey Kravtsov proposed expanding participant categories by allowing students of secondary vocational education institutions to take part.

      Recall that in September the Phygital Games 2025 took place in Nizhny Novgorod. The tournament was attended by 400 people from 50 regions of the Russian Federation, as well as representatives from Latvia and Mauritania.
