The Ministry of Industry and Trade plans to postpone the introduction of new recycling fee rates.

      The All-Russian public organization "Business Russia" appealed to First Deputy Prime Minister of the Russian Federation Denis Manturov with a request to consider postponing the effective date of the new mechanism for calculating the vehicle utilization fee. This is necessary to complete the customs procedures being carried out by buyers, the corresponding letter says.

      In response, Manturov instructed the Ministry of Industry and Trade to consider options to extend the transitional period so that buyers can complete their orders under the current rules.

      As explained in Manturov's secretariat, many deals for the purchase of foreign-made cars eligible for the preferential coefficient were concluded after the draft was published. Due to the surge in demand, queues formed at the border, leading to delays in vehicle deliveries of several weeks.

      Recall that the Ministry of Industry and Trade prepared a draft government decree according to which the utilization fee on passenger cars will be calculated based on engine type and displacement, as well as engine power, which will affect the fee coefficient. Preferential conditions will be retained for private individuals importing vehicles with engines up to 160 horsepower for personal use.

      The planned effective date for the new rules was November 1, 2025. But ultimately Russian authorities postponed the decision to amend the law on the utilization fee by a month. The new rules will take effect on December 1, reports 360.ru.
