
Nizhny Novgorod-based companies can receive up to 2 billion rubles to develop projects in the field of information technology
October 8, 2025, 17:40 Economics Nizhny Novgorod companies may receive up to 2 billion rubles to implement projects for the development, refinement and implementation of Russian solutions in the field of information technology. Support is provided within the framework of the federal competition for the selection of grant recipients for the implementation of projects for the refinement and implementation of Russian solutions in the field of information technology of the Russian Fund for the Development of Information Technologies (RFRIT).
“The transition to domestic software is a strategic task on which technological security and the resilience of the economy directly depend. Participation in the RFRIT competition will allow enterprises to cover up to 50 percent of the costs of refining and implementing Russian IT products with high potential for scaling and export. At the same time, grant amounts will range from 100 million to 2 billion rubles. Support can be provided, for example, to projects to create software for managing production processes, develop computer-aided design systems, as well as digital twins of industrial enterprises,” said Maxim Cherkasov, Minister of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region.
A company must begin project implementation no earlier than January 1, 2025, and complete it no earlier than six months after the competition results are announced. The implementation period is up to four years.
Russian legal entities that are not state or municipal institutions may participate in the competition. Participants must not be affiliated with one another, and exclusive rights to the development after completion remain with its creator. According to the Ministry of Economic Development of Russia, the national project “Effective and Competitive Economy” will become the main tool for forming a new growth model. It includes federal projects aimed at the development of small and medium-sized enterprises, increasing labor productivity, growing investment activity, low-carbon development, and the development of the state system of statistics and forecasting. One of the main points of the national project “Small and Medium Entrepreneurship” was creating conditions for an easy start and comfortable conduct of business. Work to support entrepreneurs in this direction will continue this year as part of the national project “Effective and Competitive Economy.”
Background
Projects that meet the priority directions for the development of digital technologies and are in the preparation or development stage may participate in the competition for the selection of grant recipients for the implementation of projects for the refinement and implementation of Russian solutions in the field of information technology of the Russian Fund for the Development of Information Technologies (RFRIT). The solution must have a technology readiness level of at least five according to GOST R 71726-2024, i.e., be at the stage of creating a working prototype. Upon completion of implementation, the project must be brought to industrial deployment and included in the domestic software registry.
To obtain the status of a “particularly significant project,” it is necessary to correspond to priority directions, have no domestic equivalents, possess export potential and possibilities for replication.
