Sixty percent of residents of the Privolzhsky Federal District (PFD) have non-bank plastic cards — transit passes, work or university access cards, resident cards, concession IDs, subscriptions. And the vast majority of their owners — 90% — are interested in linking them to a regular bank card. These were the results of a VTB survey conducted ahead of Finopolis 2025.

A quarter of PFD residents (26%) have separate transit cards for public transport and 3% have intercity ones. A work access pass, as well as a medical insurance policy card, is held by 28% of the audience. Nine percent of respondents also have a benefits card and a resident card in their wallets. Another 6% have a museum membership card and 4% a library one. Two percent use a card to access a university or college.

For full functionality many cards require installing separate apps to top up balances or link benefits. Fifty-five percent of respondents have installed pharmacy apps, and about a third use a special app to top up a transit card. Only a quarter of Privolzhsky residents do not have mobile apps related to non-bank plastic cards.

To reduce the number of plastic cards and apps, more than a third (35%) of PFD residents would like to use a bank card as a resident card for all services. Twenty-nine percent would like to make it a public transport pass, and 23% would like to link benefits to it or use it as an identifier in medical institutions.

The VTB survey was conducted September 24–30, 2025. It included 1,500 residents aged 18 to 65 in cities with populations of 100,000 and above.
