Support for veterans of the special military operation and their families was discussed at an expanded session of the State Council.

      On September 29 an expanded meeting of the commission of the State Council of the Russian Federation on support for combat veterans — participants in the special military operation (SMO) — and their family members was held to prepare for the Presidium of the State Council.

      The meeting was attended by First Deputy Head of the Presidential Administration of the Russian Federation Sergey Kiriyenko; Assistant to the President, Secretary of the State Council of the Russian Federation Alexey Dyumin; Deputy Prime Minister of the Russian Federation for Social Policy Tatyana Golikova; State Secretary — Deputy Minister of Defense of the Russian Federation, Chair of the State Fund for Support of Participants of the Special Military Operation “Defenders of the Fatherland” Anna Tsivileva; Chair of the State Council commission on support for combat veterans — participants in the SMO — and their family members, Governor of Astrakhan Region Igor Babushkin; Minister of Labor and Social Protection of the Russian Federation Anton Kotyakov; Minister of Health of the Russian Federation Mikhail Murashko; Head of the Federal Medical-Biological Agency of Russia Veronika Skvortsova; representatives of other federal ministries and agencies, deputies of the State Duma of the Russian Federation, regional heads, public organizations and experts. SMO veterans also took part in the meeting.

      Alexey Dyumin emphasized that much has been done and is being done to support SMO veterans and their relatives. However, questions remain — both systemic and local, concerning specific categories of citizens — and they need to be resolved promptly.

      “As problems arise, additional support measures continue to be developed. Such work is ongoing. Regions have their own practices, many of which deserve attention and replication. But even today we must be ready for the fact that the number of guys returning home will increase. Our duty is to fully provide them with attention and care. And not on a one-off basis, but on a permanent one. Just as this is done for veterans of the Great Patriotic War. All these issues are discussed on the platform of the State Council’s relevant commission with the participation of representatives of federal authorities, regions and experts. It is important that our heroes themselves — SMO veterans — take part in this work. To you, guys, a special thank you for your feat and your concern!” said the Secretary of the State Council.

      Igor Babushkin spoke about the commission’s work in preparing for the Presidium of the State Council. “We have formulated more than 40 draft presidential instructions that came from the regions, federal authorities, the ‘Defenders of the Fatherland’ fund, from experts and the Presidential Administration. Based on consideration by such a representative body, we will refine these proposals, discuss them with the Government and, after detailed elaboration, present them to the Head of State,” Igor Babushkin noted.

      Anna Tsivileva noted that the State Council of the Russian Federation serves as a structure that forms the roadmap by which all authorities and agencies move to achieve the goals set by the president.

      “In two years of work the fund has managed to create a unique ecosystem of comprehensive support for SMO veterans and their family members, built on an individual approach and close interagency cooperation. Today we are discussing the results we have achieved in assisting veterans and family members of SMO participants, and the issues that need to be resolved through interagency interaction. Primarily, this concerns medical care and sanatorium-resort treatment, as well as employment. It is important for us that every veteran is surrounded by care and attention and is not left to face difficulties alone,” Anna Tsivileva said.

      In the format of thematic round tables, participants discussed issues such as: implementation of federal and regional support measures for combat veterans — SMO participants — and their family members; improvement of mechanisms for providing support measures, including electronically; provision of medical and psychological-psychotherapeutic assistance, including sanatorium-resort treatment; rehabilitation of combat veterans — SMO participants (disabled), including provision of technical rehabilitation aids (prosthetics); retraining and employment; improvement of housing conditions; involvement in military-patriotic events and sports; adaptation and resocialization of combat veterans — SMO participants; and others.

      Recall that Nizhny Novgorod Region has allocated more than 38 billion rubles since 2022 to support SMO participants. Governor of Nizhny Novgorod Region Gleb Nikitin reported this to President Vladimir Putin during a working meeting in Sarov on August 22.

      “The issue that today requires special attention from all of us is support for the special military operation. First, we have created a separate project office — the House of National Unity — through which all work with military units, collection of humanitarian aid, and direct interaction with servicemen’s families is coordinated. In addition, we have organized the work of our regional interagency commission so that they go directly to apartments, meeting with servicemen’s families and maintaining direct contact with them,” the governor of Nizhny Novgorod Region said.

      “That is how it should be. Thank you very much for that,” emphasized Vladimir Putin.
