Chairman of the Legislative Assembly Evgeny Lyulin emphasized that SMO participants and their families should receive comprehensive assistance and attention from the state.

      A report on this issue was presented by Public Council member and Director of the State Legal Bureau for the Nizhny Novgorod Region Maxim Fomichev. He put forward proposals to amend the law “On Free Legal Aid in the Nizhny Novgorod Region.”

      “We propose a number of important novelties. First, expand the definition of ‘family member’ for SMO participants to include adult children, brothers, sisters and de facto caregivers who, under federal law, are entitled to benefits in the event of the serviceman’s death. Second, add to the law the specific cases for which SMO participants and their families most often seek help, including disputes with banks over loan payment holidays and inheritance issues for the property of the deceased. Another proposal is to equalize the rights to receive free legal aid for all combat veterans by removing the need for them to provide proofs of income. Currently combat veterans who are SMO participants receive assistance without income verification, while veterans of other armed conflicts only qualify if they have a low income. Everyone who defended the country deserves comprehensive support. In addition, it is important to allow lawyers working within the free legal aid system to represent applicants’ interests in court,” Maxim Fomichev said.

      “Our task is to create every condition so that those who defend the Motherland and their relatives are under the protection of the state. The proposed changes to the regional law are concrete steps to strengthen social guarantees and real help in resolving vital issues. We must provide our heroes and their families with the right to receive qualified legal support,” emphasized Legislative Assembly Chairman Evgeny Lyulin.

      Chairman of the Public Council under the Legislative Assembly Viktor Lunin noted that all the proposals voiced are purely practical in nature.

      “The Public Council sees its role as generating socially significant initiatives. This package of amendments is a vivid example of such work. It was prepared by practicing lawyers who deal with citizens’ problems on a daily basis. As practice and our discussions with servicemen themselves, their family members and deputies have shown, these problems require immediate solutions. I am confident that deputies of the Legislative Assembly will promptly consider and work through these important changes. We will continue to closely monitor the practice of applying the law on free legal aid and, if necessary, prepare new proposals to protect the interests of our defenders and their families who find themselves in difficult situations,” Viktor Lunin summed up.
