
Alikhanov: adjustment of the recycling fee will eliminate imbalances in the car market.
September 30, 2025 16:17 Economy — Minister of Industry and Trade of the Russian Federation Anton Alikhanov explained how the adjustment of the mechanism for calculating the recycling fee from November 1 will affect the car market. The conversation with the minister is published by TASS.
The new system will take into account not only engine displacement but also its power. It will form the basis for calculating increasing coefficients on a progressive scale.
Alikhanov emphasized that the changes will not affect the affordability of the most mass-market models. The preferential coefficient will be retained for cars with power up to 160 hp, which account for more than 80% of the Russian vehicle fleet. For such cars the recycling fee will remain the same — 3,400 rubles for a new car and 5,200 rubles for a car older than three years.
In 2024 the auto industry became one of the drivers of industrial growth. Vehicle production in Russia exceeded 967,000 units. More than 50 models from over 20 brands are produced in the passenger car segment alone.
For luxury imported cars with power over 500 hp and engine displacement above 3.5 liters, high rates of up to 10 million rubles are indeed envisaged through 2030. However, this concerns exclusively the premium segment, which is not part of mass demand.
According to the minister, the adjustment will not lead to price increases for domestic cars. Manufacturers receive government support, and the Ministry of Industry and Trade monitors the pricing policies of car plants. Previously, increases in recycling fee rates did not cause sharp price rises; exchange rates and logistics have a more significant impact.
Moreover, the changes will not affect cars already in use. And those who paid the recycling fee under the old rules will not be affected by the new conditions.
The minister noted that the new rules are aimed at eliminating market distortions. Currently, the share of cars imported by individuals at the preferential rate has reached 72% of total imports. This creates unequal conditions for official dealers and manufacturers.
He said that calculating the recycling fee based on engine power is fairer, especially for hybrid cars, where power can be significantly higher despite a small engine displacement.
The Ministry of Industry and Trade also continues to support large families. The "Family Car" program provides a discount of up to 35% on the purchase of domestic cars, including electric cars and hybrids.
