The leader of the A Just Russia — For Truth party, Sergey Mironov, proposed toughening penalties for smoking and drinking alcohol in common areas of apartment buildings. He sent the initiative to the head of the Ministry of Construction, Irek Faizullin, the TV channel "360" reports.
Mironov stressed that the current fines ranging from 500 to 1,500 rubles are not an effective means of combating violations. He proposed increasing the fine amounts: for a first offence — up to 15,000 rubles, for a repeat offence within a year — up to 30,000 rubles, and in the case of systematic violations — to arrest offenders.
In addition, Mironov drew attention to the responsibility of management companies for their inability to prevent such violations. He proposed introducing fines for management companies of up to 200,000 rubles for inaction in cases where residents complain about smokers and noisy neighbors.
Mironov said that the problem of disorder in stairwells and breaches of public order in residential buildings is becoming increasingly acute. Residents are forced to endure tobacco smoke, cigarette butts and noisy groups who prefer to drink alcoholic beverages not in their own homes but on stair landings. This negatively affects the comfort and safety of living, especially for children, who become witnesses to conflicts, fights and obscene language.
Sergey Mironov expressed outrage at the insufficient severity of punishments for such violations and called for decisive measures to ensure order in residential buildings.
