The Regional Transport Systems Development Center notes that it does not matter where the smartphone is — at the ear or in front of the eyes. If the camera records it in the driver's hands, grounds will be created for bringing administrative charges.
The installation of the new camera is aimed specifically at improving road safety and reducing the number of accidents related to driver distraction. In 2025 the fine for using a phone while driving a vehicle is 1,500 rubles.
