Throughout the entire voting and vote-counting process, the work of polling stations in Nizhny Novgorod Oblast is being accompanied by observers. The Regional Public Election Observation Headquarters has been set up at the House of National Unity. Mobile groups of independent observers are actively visiting polling stations. Planned visits were made to the Nizhegorodsky, Avtozavodsky and Kanavinsky districts of Nizhny Novgorod, to the villages of Rzhavka and Fedyakovo, to Dzerzhinsk, and to the Pavlovsky and Bogorodsky municipal districts. In addition, the Headquarters operates a hotline: 8-(831)-267-33-47 and 8-(930)-718-17-62. Calls are accepted during voting from 08:00 to 20:00.
“We did not receive a single complaint on our direct line. But there have been many informational inquiries. People ask for help with phone numbers and addresses of the polling stations where they plan to vote. The overall impression of the elections: observers and commissions are working efficiently. In general, it feels like our voting system inspires confidence and gives the citizen a real opportunity to feel that he influences the governance of the country, that his vote matters,” said Roman Strongin, president of N. I. Lobachevsky Nizhny Novgorod State University and chairman of the Public Chamber of Nizhny Novgorod Oblast.
The United Russia Situational Center is also operating in Nizhny Novgorod Oblast. Volunteers are monitoring the voting process at polling stations in Nizhny Novgorod, Dzerzhinsk, Sarov, the urban districts of Kulebaki, Bor and Chkalovsk, the Navashinsky urban district, as well as the municipal districts of Balakhninsky, Bogorodsky, Buturlinsky, Vadsky, Diveyevsky, Koverninsky, Lyskovsky, Pavlovsky, Pochinkovsky, Tonshaevsky and Urensky.
“The independent observers of the Situational Center received serious training. They are capable of accurately assessing any aspects of the conduct of the elections. In addition, in the event of contentious situations or violations, professional consultations with lawyers and other experts are provided. At the moment the situation at all polling stations is assessed as businesslike and calm. The voting process is completely transparent. Observers also note that voters’ moods are positive and festive,” emphasized Dmitry Filipenko, head of the regional executive committee of the United Russia party.
On September 12, 13 and 14, 2025, 1,275 polling stations are operating in Nizhny Novgorod Oblast. Residents of the region are electing deputies to representative bodies in the regional center and in 17 territorial entities of the oblast.
